from my experience, when the coils freeze then you have a low charge of refrigerant... i can't believe that tech didn't check that, and he charged you for a new motor? the first part about cleaning it would be the first step
It probably has a leak so the freon charge is low need some one to check it or you have a low pressure switch on the compressor bad.
You will need a qualified Ac man to check it out . Do you have A-1 Refrigeration company in your area call them or some one of that nature.
You're AC tech is ripping you off on the new fan motor, because that dosen't sound like the problem. The refrigerant is likely undercharged, and you probably have a leak is the system, you said it was old so it could be using compression fittings which often times leak.

I am thinking you have something unusual like your condensor contactor is sticking closed causing your outdoor unit to continue running after your thermostat satisfies, this is just a guess but obviously replacing parts is not working for you. If the company that came out before is a reputable company you should call them and ask for a supervisor they should resolve this at no cost to you. Aafter they come back out and thaw out the coil you will want to ask what is the suction pressure, head pressure, suction line temperature and liquid line temperature.
This will tell them you are informed and make sure they are doing their job and if you get this info and the problem reoccurs share the info with us and we may be able to help
the right way to clean evap coils is to pull them out and acid wash them they are too thick for a brush to clean them have him pull it and wash them correctly
If you keep it in the dark then I have known people to travel for 2 1/2 - 3 hours ( when going bird shows) just make sure it has access to water and food. it's surprising but they sometime still eat and drink. Personally I'd leave it no-longer than 2 hours.
make sure it has water, and some food. talk to it calmly, keep the radio low, and it doesnt matter how long. it wont have too much heat, so it will be fine.
the quaker is one tough parrot .you didn't say if you went went out of state for it or just down the street. they will travel very well for about 6 or 8 hours comfortably
Lots of people will take their birds on road-trips, with them. And some live in peoples motor homes with them.
Just make sure that the bird is in a secure cage, with no swinging perches or toys to smack into him. Make sure he has food and water easily accessible.
Also, make sure that he isn't just sitting in the full sun from the window, and also that the air conditioning, while on, isn't blowing directly at him.
If you have to stop anywhere for the night, don't leave him in the car, as the temperature can drop too rapidly... the extremes of temperatures could lower his immune system and cause him to get sick.

the fan itself is clearly not broken ... if the fan/heater/AC sector is a slider or turning knob, then it's most likely just a loose or moldy connection there ...
The component controls are different between the two cycles. A/C gets the fan on automatically, while for heat, depending on the age of your unit, is controlled differently.
If the unit is older, then it has a fan switch which has to build up to a certain temp before the fan will come on. If it's relatively newer, it has a circuit board timer which controls when it should come on.
Try this ONCE. Let it heat up until either the fan starts running, or until the burners suddenly just kick off. If the burners kick off before the fan cycles on, then you have a bad fan switch or the board needs to be replaced.

If this is a gas furnace the furnace itself has to heat up before turning on fan . 3 or 4 things may be wrong. (component failure) Fan Limit Switch . this is a switch that turns on the fan as the furnace heats up. The Fan Relay itself may have failed . the relay is in the normally closed position so this is not a likely failure..If it is a newer furnace the circuit board or Fan Timer Board may have failed. ck for bad tstat. Also low speed on the fan motor itself may be out. Good Luck :)
